REGULATIONS
Of the VIII International Competition for Young Musicians in the Category “Wind instruments”(Flute, Oboe, Clarinet, Trumpet), November 7-14, 2011

1. Dates and Participants

1.1. The Competition will be held on November 7-14, 2011 at the Central Music School (College) of the Moscow State P. I. Tchaikovsky Conservatory.

1.2. The Competition is open to young musicians in the following categories: flute, oboe, clarinet and trumpet.

1.3. The Participants are the citizens of the Russian Federation, CIS and foreign countries.

1.4. Participants are divided into two age groups:
Junior group — not older than 15 years of age,
Senior group — not older than 19 years of age.

1.5. Age of a participant is determined on the opening day of the Competition.

1.6. The Competition will be held:
in the junior group — in two Tours,
in the senior group — in three Tours.


2. Rules of the Competition

2.1. Young musicians who have submitted the required documents and application form for the participation in the Competition no later than September 30, 2011 are allowed to participate in the Competition.

2.2. The Organizing committee informs an applicant of his/her admission to the Competition no later than October 15, 2011.

2.3. For the final audition (in both junior and senior groups) no more than five performers are allowed in each category.

2.4. The order of performance is determined by ballot and is valid throughout the entire Competition.

2.5. Auditions are open to the public in concert halls of the Central Music School.

2.6. Each participant is allowed a 15-minute rehearsal before the Competition performances in the appropriate hall.

2.7. Organizing committee donates participants services of an accompanist, if the latter was indicated in the application form of an applicant.

2.8. Winners of the Competition participate in the final concert free of charge.

2.9. All rights to the audio, video-recordings of the Competition auditions, opening and closing ceremonies of the Competition and the Final concert, as well as their copy, distribution and broadcast on radio, television and the Internet (including live broadcasts of competitive auditions) exclusively belong to the Organizing Committee of the Competition.

2.10. Participants perform all the works stated in the Competition program by heart. It is not allowed that a participant repeats a work, performed in the I Tour during the next auditions.

2.11. Performance of the I Prize winners in the senior group for all specialties in the final concert is accompanied by the Symphony Orchestra of Central Music School.


3. The Jury of the Competition

3.1. Chairman of the Jury — Valery Kikta, a composer, Honoured Artist of Russia, professor of the Moscow State P. I. Tchaikovsky Conservatory.

3.2. Deputy Chairman of the Jury — Vladimir Ovchinnikov, director of the Central Music School of the Moscow State P. I. Tchaikovsky Conservatory, People’s Artist of the Russian Federation.

Members of the Jury:
Anatoly Sidorov — Honored Artist of Russia, professor of the Ural State M. Mussorgsky Conservatory;
Alexander Golyshev — Honored Artist of Russia, professor of the Moscow State P. I. Tchaikovsky Conservatory;
Olga Tomilova — Honoured Artist of Russia, the soloist of the Russian National M. Pletnev Orchestra, teacher of the Moscow State P. I. Tchaikovsky Conservatory and the Central Music School of the Moscow State P. I. Tchaikovsky Conservatory;
Anatoly Lyubimov — People’s Artist of the Russian Federation, professor of the Russian Academy of Music;
Evgeny Petrov — Honored Artist of Russia, professor of the Moscow State P. I. Tchaikovsky Conservatory and a teacher of the Central Music School of the Moscow State P. I. Tchaikovsky Conservatory;
Charles Neidich (USA) — Professor of the Juilliard School, New York;
Vadim Novikov — Honored Artist of Russia, professor of the Moscow State P. I. Tchaikovsky Conservatory;
Niklas Eklund (Switzerland) — Guest Professor at the University of Laval (Canada), performer on the Baroque and modern trumpet.

3.3. The Jury of the Competition has the right to reduce or stop a participant’s performance in case of exceeding the time prescribed for the performance of competitive works.

3.4. Decisions made by the Jury are final and are not the subject for revision.


4. Prizes and Awards

4.1. The winners of the Competition of the first, second and third places in each age group are awarded the title of the Laureate of the Competition.

4.2. Winners of the first prize in the senior age group receive as a reward a musical instrument made by a leading world manufacturer.

4.3. Laureates of the second and third prizes in the senior age group are paid cash bonuses.

4.4. The jury is competent:
— to award a Diploma of a participant of the II Tour of the Competition in the senior group, who failed to pass to the final of the competition;
— not to award all the prizes;
— to divide the prizes between several participants;
— to award special diplomas for the best performance of the particular work;
— to award diplomas to the best concertmasters and teachers, who have taught the Laureates of the Competition.

4.5. The Jury may award special prizes to the participants of the Competition, established by State and Public organizations, charitable foundations, commercial and private persons, taking into consideration their viewpoints.


5. Financial, legal and social conditions of the participation in the Competition

5.1. All costs caused by the arrival and stay (round trip, stay in Moscow, meals, medical services, etc.) are the matter of the participants themselves or their educational organizations.

5.2. The Organizing Committee on the previous agreement represents participants the contact information about hotels in Moscow, so that participants could book their own living rooms for themselves.

5.3. Foreign participants of the Competition make international passports and visas for entry into the territory of the Russian Federation themselves.


6. The procedure of applying for participation in the Competition

6.1. Each applicant submits an application form to participate in the Competition together with other necessary documents no later than September 30, 2011 by e-mail: konkurs@cmsmoscow.ru.

6.2. Other documents accompanying the application form include:
1) a photocopy of a birth certificate or relevant passport pages;
2) a certificate from the music school or a copy of musical education;
3) a brief artistic biography including main places of study, name and surname of the primary teacher (teachers), laureate titles and diplomas obtained at competitions, festivals, etc.
4) a portrait photo sized 10×15 cm for placement in the booklet of the Competition.

Attention! Validity of passport for foreign participants should not expire before May 31, 2013.

6.3. Each participant from Russia and CIS countries for registration shall pay the registrations fee 3000 (three thousand) RF rubles. The registrations fee for foreign participants is 100 (one hundred) U. S. dollars in rubles according to the exchange rate of the Central Bank of Russia on the day of registration.

6.4. The application form signed by the applicant is a testament of agreement of all the conditions above.

6.5. In case of a dispute regarding the interpretation of these conditions the Russian version is considered the only correct one.
